What Are the Six Drivers of Workforce Wellbeing?

An offshore installation runs its annual engagement survey. The result comes back at 74 percent favourable, two points up on last year. The general manager circulates it with a short note thanking the crew.
Four months later the same installation records three high-potential incidents in six weeks. Two of them happen at night shift handover. The investigation finds rushed communication, a supervisor covering two areas after a vacancy went unfilled for nine weeks, and a crew that had stopped raising small problems because raising them changed nothing.
None of that was invisible. It simply was not being measured. The survey asked people how they felt about working there. It never asked what the work was doing to them.
Why engagement scores do not predict operational risk
Engagement is an outcome. It tells you where sentiment landed after the working conditions had already done their work. By the time a score moves, the conditions that moved it have been running for months.
Psychosocial risk sits upstream of that. Workload, control, role clarity, supervisory support, recognition, and the social conditions of a crew are design features of the job. They can be described, measured, and changed. They also behave differently in safety-critical environments than in an office, because the same pressure that produces a missed deadline in one setting produces a missed alarm in the other.
This is the gap the Six Drivers of Workforce Wellbeing exist to close. The framework does not measure happiness. It measures the conditions that determine how much capacity a workforce has when conditions get hard.

What the Six Drivers measure
Each driver describes a set of working conditions with an established evidence base behind it, and each one maps to a recognised psychosocial hazard category.
Leadership and Relationships
The quality of supervision, the consistency of decisions, and whether people can raise a problem without cost. Gallup's research on team engagement attributes around 70 percent of the variance between teams to the manager. In a shift-based operation that variance is not evenly distributed. It concentrates on whoever is running the back shift.
Work Design and Demands
The relationship between what the job asks and what the job provides. The Whitehall II studies and Karasek's demand and control model established the core finding decades ago: high demand combined with low control is the combination that damages health and degrades decision quality. Most operational roles are high demand by design. Control is the variable that leaders can actually move.
Flexibility and Balance
How much say people have over when and how they work, within the real constraints of rosters, port calls, and shutdown windows. Nicholas Bloom's field experiment with Ctrip found a 13 percent performance improvement and attrition cut roughly in half when workers gained control over working arrangements. Offshore and underground rosters cannot be made flexible in the office sense. They can be made predictable, and predictability carries much of the same effect.
Recognition and Growth
Whether effort is noticed and whether the job leads anywhere. McKinsey's research on why people leave puts lack of career development and advancement at the top of the list, cited by 41 percent of those who quit. In high-turnover operations this driver usually explains more of the attrition than pay does.
Purpose and Meaning
Whether people understand how their work connects to something that matters, and whether they believe the organisation values them as more than a headcount line. BetterUp's work on mattering found that nine in ten workers would trade a portion of lifetime earnings for work with more meaning. That is not sentiment. It is a retention economics finding.
Culture and Safety
The social conditions that determine whether a crew performs as a team or as a group of individuals. Google's Project Aristotle identified psychological safety as the strongest predictor of team effectiveness, and Woolley's 2010 research on collective intelligence found that how a group communicates predicts its performance better than the ability of its smartest member. In an operational setting this is the driver that decides whether a near miss gets reported or absorbed.
Where the framework comes from
The Six Drivers are Wellbeing Daily's adaptation of the workplace wellbeing evidence synthesised by Jan-Emmanuel De Neve and George Ward in their research on what actually drives wellbeing at work. De Neve and Ward established which workplace factors carry real effect sizes and which do not. Wellbeing Daily translated that body of evidence into a diagnostic structure built for shift-based, safety-critical, heavily regulated work, where the standard corporate wellbeing toolkit tends to fail.
The instrument itself is a 36-item survey, six items per driver, delivered with an anonymity threshold and paired with leadership interviews and a policy and work design review in the full diagnostic. The survey can also run standalone.

How the Six Drivers map to ISO 45003
ISO 45003 sets out psychosocial hazard categories across three areas: how work is organised, social factors at work, and the work environment and equipment. The standard tells organisations what to look at. It does not tell them how to measure it, and it does not provide an instrument.
The Six Drivers are mapped directly to Tables 1 and 2 of ISO 45003, so every driver score traces back to a named hazard category in the standard. That matters for two reasons. It gives a safety manager a defensible answer when a regulator or client asks how psychosocial risk is being assessed. It also stops the assessment drifting into general staff satisfaction territory, which is where most wellbeing surveys end up.

Where the Six Drivers sit inside the Capacity Index
The Six Drivers are one half of a two-layer model.
The organisational layer follows the capacity index proposed by Sidney Dekker and Michael Tooma in 2022, which assesses whether an organisation knows what can hurt its people, understands the controls, resources them, monitors them, complies, and verifies. Dekker and Tooma built that layer to replace injury counting, which fails statistically at the frequencies most sites operate at.
The human layer is the Six Drivers. It asks whether the people expected to operate those controls have the capacity to do so. An organisation can score well on the organisational spine and still be running on a workforce with nothing left in reserve. Adding the human layer is what separates this version of a capacity index from the others in use.

What the framework cannot tell you
Six drivers do not cover everything that affects a workforce. Pay, staffing levels, contract structure, and job security sit largely outside the model, and they are often the real constraint. A diagnostic that returns a weak Work Design score on a site that is thirty people short is describing a resourcing decision, not a wellbeing problem.
Survey data also has limits. It tells you where to look. It does not tell you why, which is why the full diagnostic pairs the survey with interviews and a review of what the policies actually do in practice. Where those three sources disagree, the disagreement is usually the finding.
The framework is a measurement instrument. It does not fix anything on its own. What it does is give operations and safety leaders something they can act on before the incident, rather than a sentiment score they can only explain after it.
